Investigative Program Specialist (Polygraph Examiner) with Security Clearance
Apply your investigative knowledge and polygraph examiner experience in support of our quality and control team. This Investigative Program Specialist position is with the Office of Office of Professional Responsibility (OPR), Credibility Assessment Division, within U.S. Customs and Border Protection (CBP). Opportunities are available in the following locations:
Laguna Niguel, San Francisco, and San Diego, CA; Miramar, FL; Detroit, MI, Chicago, IL; JFK/Valley Stream, NY; Portland, ME; and Tucson, AZ. Eligibility:
Individuals with Veterans Employment Opportunity Act (VEOA) status; current or former federal employees with competitive status; Federal employees who meet the definition of a surplus or displaced employee; and current and former Land Management employees who meet the Land Management Workforce Flexibility Act. In this position you will serve as a quality control officer/team lead as well as apply the full range of investigative methodologies necessary to resolve and complete administrative, civil, counterintelligence, and criminal investigations by detecting deception, collecting sworn statements of confession, vetting critical information, and exonerating the falsely accused. Your duties and responsibilities will include:
o Conducting all types of polygraph examinations in support of OPR and other CBP divisions, other DHS components, and outside Federal, State, and local agencies as directed by management. Coordinating, planning, and administering polygraph examinations.o Conducting pretest interviews of individuals to be examined to determine their willingness and capability to submit to the examination. Evaluating physical and psychological suitability for testing to make a final determination on whether to conduct the examination.o Preparing accurate, concise, logical, comprehensive, and objective reports of investigations to be used in legal venues, potentially including testifying in court in rare occasions, for adjudication, and to brief managers.o Conducting extended testing to resolve undecided issues, confirm admissions, or locate evidence as necessary. Salary and Benefits This position starts at a salary of $94,540.00 (GS-12, Step 1) to $146,150.00 (GS-13, Step 10) with promotion potential to $146,150.00 (GS-13 Step 10). Qualifications-You must be currently certified as a Polygraph Examiners by the National Center for Credibility Assessment (NCCA). Depending upon your current Polygraph certification, you may be required to successfully complete the Basic Federal Polygraph Training Program at the National Center for Credibility Assessment (NCCA) in Ft. Jackson, SC. Successful completion of this training is a requirement and will result in official certification by the NCCA. Basic Requirements:
Individuals who are not currently certified through an official designation of the NCCA under the Defense Academy for Credibility Assessment or the Department of Defense Polygraph Institute, are required by the NCCA to meet the following requirements to be admitted into the training program:
a bachelor's degree from an accredited college or university; at least two years of investigative experience with a recognized U.S. Government agency or other law enforcement agency; successful completion of a Psychophysiological Detection of Deception (PDD) polygraph examination; and you must be at least 25 years of age. You will be required to submit your transcripts to establish eligibility to attend the NCCA and meet all the basic requirements listed below in addition to meeting the specialized experience for the GS-12 or GS-13 grade level identified below. You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
o Selecting appropriate polygraph techniques based on a thorough review and analysis of all available documentation on the investigation.o Analyzing physiological data collected to determine the results of the polygraph examination.o Conducting in-depth interrogations in an attempt to elicit admissions or confessions if deception is indicated by test results. You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
o Adapting polygraph techniques to the situation, using experience and ability to recognize when administrative cases become criminal investigations.o Collecting evidence while maintaining all lawful and legal standards throughout the polygraph interview process.
